The mission of Rubicon, Inc. is to respond selectively to identified human service needs in Darlington County through prevention, intervention and treatment strategies aimed at strengthening, enhancing and maintaining effective functioning of families and individuals, and generally improve the health status of community residents.

Our Vision

It is the vision of Rubicon to broaden its scope of services to become a viable and comprehensive family service center, capable of responding to an array of identified human service needs of families and children, including but not limited to substance abuse issues.

Our History

Rubicon was founded in in the early 1970s by Mr. Winston McElveen (1930-2017), a native of Hartsville, SC.

After returning to Hartsville and establishing a family, Winston and two other community members had the vision to establish a facility for alcohol and drug abuse support and they formed Rubicon in the early 70s. Winston wanted the center located in a house to give its clients a more comfortable environment and it has remained in the same old house since that time. Winston was the executive director of Rubicon from 1976 until 2016. He was known throughout the state and in the field of alcohol and drug abuse for his leadership, integrity, and faithful mission.

Rubicon's mission remains the same today. We are dedicated to our mission of providing prevention, intervention and treatment strategies to strengthen and enhance families and individuals, improving their  health and vitality, as well as that of the community in which we all live and work.
